Seat reviews

Every admin and moderator seat is reviewed on a 90-day window. Members vote keep or replace. Replace counts the way a censure remove does: net +15 when the window closes returns the seat to member. That is 15% of the network's 97 voting members. Under the gate, the holder keeps the seat and the next window opens. The tally is public now; the role changes when the window closes.
